Should lebanese immigrants who leave Lebanon permanently be still considered as lebanese citizens?

what do you think about this issue?
do you agree or disagree?
what are the advantages and disadvantages of considering them as Lebanese or not?

(im sorry for posting this thread in the space dedicated for environmental causes,i know this is has nothing to do with environment, but well i got confused where to post it so i just put it under the category of social issues, dunno ..)
